34th DPPI SEE REGIONAL MEETING Bucharest, ROMANIA, 4 - 5 April 2017

Romanian General Inspectorate of Emergency Situations (IGSU), Ministry of Interior of Romania, hosted and chaired the first biannual DPPI SEE regional meeting in 2017. Over the course of the two consecutive days, the DPPI SEE members discussed and reviewed the progress achieved through implementation of the annual work programme of the Initiative in the period November 2016 - April 2017, while building upon the outcomes of the 33rd DPPI SEE regional meeting held in Sarajevo, Bosnia and Herzegovina, on 15 - 16 November 2016. Within the closed session of the meeting, the Regional Meeting addressed issues of relevance to further strengthening the DPPI SEE institutional capacity, namely the still on-going negotiations on DPPI SEE host country arrangements aiming to legally regulate the status of the DPPI SEE Secretariat in Bosnia and Herzegovina. Taking into consideration the state of play as such, the Regional Meeting has agreed to postpone the previously announced staff elections while extending the employment contracts of the current staff for one (1) additional year in line with relevant provisions of the DPPI SEE Memorandum of Understanding. In addition, the countries re-confirmed their commitment to sustainable DPPI SEE project development and further stressed the importance of aligning the DPPI SEE project priorities to those of Sendai Framework for Disaster Risk Reduction and related action plan(s) on European level. Also announced are the upcoming SWIFT water rescue practical trainings conducted under the DPPI SEE Joint Emergency Response Units in Case of Floods (JERU) project, as well as the final JERU field exercise planned to be organized in September 2017. The DPPI SEE Advisory Board traditionally gathered together the DPPI SEE members and partner organizations giving them the opportunity to present achievements and challenges within currently implemented EU, i.e. UN regional and other initiatives, while highlighting future opportunities. Representatives of the national disaster management authorities of nine (9) DPPI SEE member countries (Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Macedonia, Montenegro, Romania, Serbia and Slovenia) attended the meeting. Turkey was not present due to dense national schedule.  Also participating were representatives of the Regional Cooperation Council (RCC), Italian Civil Protection Department (IPA FLOODS Lead Partner), UN OCHA, including via teleconference  - European Commission (DG ECHO) and UNISDR Regional Office for Europe.
